The U.S. House of Representatives has passed legislation that would extend the federal Terrorism Risk Insurance Program, commonly known as TRIA, through the end of 2034.
The measure, H.R. 7128, passed the House by a vote of 373–15 on June 30, 2026. The bill now moves to the Senate, where lawmakers would need to consider it before it could become law.
What Is the Terrorism Risk Insurance Program?
TRIA was created by Congress following the September 11, 2001, terrorist attacks.
Its purpose is to establish a system in which private insurers and the federal government share certain losses resulting from a certified act of terrorism.
