Man Accused of Killing Ukrainian Refugee Speaks from Jail, Raises Mental Health Concerns

Background of the Incident

Decarlos Brown Jr., 30, is facing charges in connection with the death of Ukrainian refugee Iryna Zarutska, who was attacked on a light rail train in Charlotte, North Carolina, in August 2025. Zarutska had fled the war in Ukraine seeking safety and had recently begun building a new life in the U.S., aspiring to work as a veterinary assistant.

Authorities report that Brown is charged with first-degree murder as well as federal charges related to committing a violent act on a public transportation system. If convicted, he could face life imprisonment or the death penalty.
