President Donald Trump has made an extraordinary new promise to American voters.
If Republicans retain control of both the House of Representatives and the Senate in the November midterm elections, Trump says every adult U.S. citizen could receive a $5,000 “dividend.”
The proposal immediately grabbed attention because of its enormous potential price tag—and because Trump tied the promise directly to the outcome of the election.
But there is an important distinction between a presidential promise and an approved federal program.
Right now, the $5,000 payment is only a proposal.
No legislation establishing the program has been presented, and Trump did not explain exactly how it would be funded or distributed.
